The Kentucky System of Intervention (KSI) is a framework for providing systematic, comprehensive services to address academic and behavioral needs for all students, preschool through grade 12. The Kentucky Department of Education (KDE) has developed this guidance document to provide resources in planning and decision making as districts and schools develop a system of intervention to meet the needs of all students. It is a three-tiered system of instruction.
707 KAR 1:310. Determination of eligbility-Section . Additional Procedures for Evaluating Children with Specific Learning Disabilities. (3) The ARC may determine a child has a specific learning disability if: (a)1. The child is provided with learning experiences and instruction appropriate for the child's age or state-approved grade level standards alighned with teh Kentucky Program of Studies, 704 KAR 3:303; and 2. The child does not achieve adequately for the child's age or grade level standards aligned with teh Kentucky Program of Studies as indicated on multiple data sources as appropriate (3)(a)2 of this section when assessed based on the childs response to scientific, research-based intervention; or (c) The child exhibits a pattern of strengths and weaknesses in performance, achievement, or both relative to ability level or intellectual development, that is determined by the ARC to be relevant to the identification of a specific learning disability, using appropriate assessments consistent with 707 KAR 1:300,Section 4.

The goals of this project are to improve the instructional climate of Kentuckys schools through a Positive Behavioral Interventions and Supports (PBIS) model; improve postsecondary outcomes for Kentuckys students with disabilities; build the capacity of Kentuckys schools to increase academic achievement for students with low-incidence disabilities; increase and retain the number of special education teachers; and improve early childhood transition and overrepresentation in early childhood programs.
