Iowa has referred to the RtI process as Instructional Decision Making (IDM) since 2003. This is a process that is used within general education that helps determine the needs of children who are struggling as well as those who are high achievers. Supplemental and intensive instruction is provided to those children whose needs are not being met by "core" instruction alone.
